Your Horadric Seal choice is a charm-SLOT-COUNT decision first, and a stat-bonus decision second - Diablo IV Season 15 mechanics

The Talisman system's Charm slots are gated by which Horadric Seal is equipped - different Seals unlock different numbers of Charm slots (e.g. the Horadric Seal of Honor grants 2 unique-Charm slots), with Mythic-tier Seals offering the most slots plus their own bonus effect.

This inverts the usual gearing logic where a 'better' item is a strict upgrade: a Seal with a stronger individual bonus but fewer Charm slots can be a net DOWNGRADE if it forces cutting a Charm your build depends on, since Charms themselves carry the bulk of a Talisman build's power.

Why it works

The system is structured so total build power comes from (Seal bonus) + (sum of however many Charms the Seal's slot count allows), meaning slot count multiplies the value of every Charm choice rather than being a flat, independent bonus.

Example: Horadric Seal of Honor = 2 unique Charm slots. Mythic Seals: highest slot counts documented, plus their own Mythic-tier bonus.

How to use it

Before swapping to a Seal for its printed bonus stat, check its Charm slot count against your current Seal - losing a slot to gain a stat bonus is frequently a net loss once the lost Charm's value is accounted for.
