The Weaken status effect reduces incoming damage from the affected enemy by a fixed amount that depends only on enemy category: 20% for Normal enemies, 15% for Elites, 10% for Bosses - it does not get stronger from multiple applications or higher item power.
Because Weaken's value is fixed by enemy type rather than by build investment, its ceiling is completely different from a scaling defensive stat: it is most valuable exactly where boss/Elite damage spikes are the biggest one-shot risk, even though it gives its smallest percentage reduction against those same tougher enemy categories.
Weaken is implemented as a flat, capped debuff value per enemy tier rather than a scaling multiplier tied to the applying source's stats.
Normal enemies: -20% damage dealt. Elites: -15%. Bosses: -10%.
Don't invest in 'more Weaken' expecting it to scale; instead value Weaken sources for their uptime/application reliability, since the per-hit percentage is fixed regardless of source.
