This is an unresolved, live disagreement between reputable sources rather than a settled number - do not build a damage calculator assuming either figure without testing in-game. What is NOT disputed: individual Overpower stacks each carry their own independent 4-second timer, and certain items are explicitly designed to push the practical stack count well past whatever the 'baseline' figure is.

Sources agree the mechanic is now a simple stacking Additive-Damage buff (replacing the old percent-chance/crit-like hit-type from earlier expansions); they disagree only on the numeric baseline cap.
