Not everything snapshots - 'while Vulnerable'-worded bonuses instead re-check live, every tick - Diablo IV Season 15 mechanics

Effects worded as a live conditional (e.g. Barbarian's Cut to the Bone: bleeds deal more damage 'while the target is Vulnerable') are dynamic, not snapshot-able: they only apply for the ticks that land while the condition is currently true, regardless of what was true when the DoT was first applied.

Detail

This is the direct counter-case to snap_dot_snapshots_vulnerable_and_berserking and is just as important to know: confusing the two leads to bad sequencing (e.g. assuming a dynamic bonus is 'locked in' when it actually needs continuous uptime to matter, or vice versa).

Why it works

Dynamic bonuses re-evaluate the trigger condition at each tick rather than reading a value stored at application time; the source explicitly names Cut to the Bone, Conceited, and Godslayer Crown as dynamic rather than snapshot-able.

How to use it

Before assuming a DoT-boosting passive is 'free' once applied, check whether its wording is a snapshot-able flat bonus or a live 'while X' condition; for dynamic bonuses you must maintain the condition (e.g. re-apply Vulnerable) for the DoT's whole duration to get full value.
